Not just disposal... Waste management from the perspective of the circular economy

The CIPNES "Gallura" (IPPC Complex "Integrated Pollution Prevention and Control") plant complex, located in Loc. Spiritu Santu - Olbia (SS), is a platform dedicated to the treatment of urban and special non-hazardous waste, mainly from the former province of Olbia Tempio, mainly aimed at recovery and marginal disposal.

This complex consists of the following plant sections:

1. Landfill for non-hazardous waste (SECTION A)

2.Mechanical biological treatment plant (M.B.T) for undifferentiated waste - SECTION B-C;

3.Quality composting plant - SECTION D;

4. Platform for the recovery of waste from separate collection - SECTION E (divided into 5 subsections);

5.Waste-to-energy plant for landfill biogas - SECTION F;

6. Bulky waste platform - SECTION G.

CIPNES policy, connected to the management and development platform, has the aim of guaranteeing an important public service for the territory, pursuing the Community guidelines on waste management and treatment. The achievement of the future goals set by CIPNES is related to the continuous development and adaptation of the Platform. The goal is to ensure a service that is increasingly in step with the times, with particular attention to environmental protection, minimizing the impacts produced and raising awareness among the various stakeholders.

At the quality composting plants of CIPNES "Gallura, located in Loc. Spiritu Santu - Olbia (SS), it is possible to purchase the following types of quality compost (as regulated by Legislative Decree 75/2010 and ss.mm.ii.):

- Mixed Compost Soil Mixer;

- Simple non-composted soil conditioner;

- Green Compounded Soil Soil Conditioner.

Natural organic soil conditioners are part of the category "Soil conditioners and remedies" which includes "any substance, natural or synthetic, mineral or organic, capable of modifying and improving the chemical, physical, biological and mechanical properties and characteristics of a soil"; they are products used essentially to increase and maintain the organic fertility of the soil. In fact, their nutrient content is relatively low and, as a consequence, they can be used in important doses, such as to significantly affect on the soil's organic endowment.

The soil conditioner enriches soils with organic matter, improves its physical and biological characteristics and provides nutrients to crops.

Here are the possible areas of application:

-  Environmental recovery of degraded areas (combating desertification);

- Open field agriculture;

- Landscaping sector;

- Horticultural sector, hobby and professional sector.

Article 26 ter of Decree-Law no. 34 of April 30, 2019 (the so-called Growth Decree) sets forth an important innovation in this regard: "companies and self-employed persons who purchase quality compost resulting from the treatment of the differentiated organic fraction of waste shall be granted a contribution, in the form of a tax credit, up to a maximum annual amount of € 10,000 for each beneficiary, up to a total limit of € 10 million for the year 2020".

VISTA DISCARICA compressaOn 11 March Cipnes Gallura sent the Region (Department of the Environment) the supplementary documentation relating to the joint Via/Aia procedure for the functional adjustment and technological renewal of the consortium plant complex of Spiritu Santu (Olbia) which includes:

  • the construction and transitional operation of a new residual landfill lot for processing waste and valorisation of non-harmful waste;
  • the refunctionalization of the mechanical biological treatment plant of the organic wet fraction of waste (Forsu) and the enhancement of the platform valorisation and recycling of differentiated waste;
  • the renovation of the composting plant for the radical odorous emissions reduction;
  • the Forsu anaerobic digestion plant (organic waste fraction) with biomethane production;
  • the treatment plant of inert waste.

The intervention area is located in Spiritu Santu, about 500 meters east from the homonymous church, and 8 km southeast of the urban center of Olbia, 3 km from Murta Maria.

THE PURPOSE. The project aims the overall optimization of the waste treatment process both through the rationalization and refunctionalization of the engineering existing plant and through technological innovations that will allow to maximize the recovery of matter and energy (biomethane) from the treated waste, ensuring, at the same time the radical reduction of odor emissions and the minimization of landfills in the temporary phase pending the incineration plants operation in Macomer. The new interventions include dedicated plants, also with very specialized functions, for the treatment of flows special waste produced in the territory. This will therefore make it possible to offer a service towards different types of productive activities.

 

THE AUTHORIZATIONS. The landfill was started in 1991 for a waste collection volume of 836 thousand cubic meters (721 thousand tons); in 2002 was approved the expansion with a volumetry of 360 thousand cubic meters, excluding the final coverage. In 2009 was authorized a further expansion of approximately 35 thousand cubic meters. In 2011 was approved an addictional extention, developed in height with an elevation of 14 meters on part of the existing lot, for another 360 thousand cubic meters of the potential for waste disposal, excluding roofing. Finally, the third module was authorized with the settlement of the Province of Olbia-Tempio 84/2014 for the extension of the landfill body on the west side for an area of ​​6 thousand cubic meters, for a total volumetry of 164 thousand cubic meters, or rather for a total capacity for the disposal of another 143 thousand tons.

THE FIGURES. For the quality composting plant of the organic waste fraction, which has an authorized  treatment capacity of 21,840 tons per year and 420 tons per week, we highlight that the Province of Sassari in July 2018 granted a change to the plant layout of section D "quality composting" with the creation of an additional “biostallo” in the compost maturation warehouse, the creation of a buffered compass for the reception of incoming waste, the construction of a buffered structure in the south of the same warehouse and of a west canopy for storing the finished compost. In addition, the compost maturing process has been divided into two phases, a primary and a secondary maturation: the latter finds space in the new south structure together with the compost refining phase. The next fulfillment of these interventation will allow the provisional capacity of Fersu’s weekly treatment authorized to 420 tons/week. At the same time, has been calibrated the mechanical and biological treatment capacity of waste respectively from 108,000 tones per year to 93,600 tones per year and from 21,523.9 t/y to 20,300 t/y.
