Conference on Special Economic Zones

 

CIPNES organizes the conference "Strategic development proposal, CIPNES production districts, Special Economic Zone S.E.Z." scheduled in Olbia at the Geovillage conference room on Monday, June 18, 2018 from 16.30.

 

Prof. Aldo Berlinguer, author of the in-depth study "Ports, back ports and special economic zones", writes: " SEZ  are an established reality. In the world there are almost 4,000 of them, of various types, with over 70 million people employed. [...] They bring together great infrastructures, skills, services with the simplification of bureaucratic procedures, reduction of customs charges and a differentiated tax system that rewards those who produce and those who export more. [...] Some call them liberal economy zones, meaning places where the State encourages and helps production processes without stifling them. This is on condition that the rules, though simplified, are respected and that the environment, health and workers' rights are protected".

Also Italy has been endowed with a discipline of the ZES with the reform of the harbour authorities of 2016 and the decree law "Resto al Sud" of 2017. The legislation is currently a framework: to establish the SEZ is necessary the regional strategic plans approval by the Government.

Still quoting Prof. Berlinguer "State and local authorities must now show that they know how to make a system and not disperse in the thousand rivulets of the usual patronage policy. On the contrary: what is needed is a concentration of resources and a lower tax burden. Only in this way we can attempt to face the great global players, like China today, which scientifically carries out a policy of world economic hegemony with irresistibly competitive free zones and with the systematic acquisition of the fundamental infrastructures of the strategic Countries".

 

In the desired implementation perspective of the SEZ also in Sardinia, CIPNES has drawn up its own Strategic Plan for the industrial consortium areas managed by the Authority, which will be illustrated during the conference.

In addition, besides Prof. Aldo Berlinguer, all the present members will discuss, Massimo Deiana, President of the Cagliari Port Authority, Dr. Luca Danese, responsible for institutional relations at Eurispes, Dr. Emiliano Deiana, President of ANCI Sardegna, Dr. Bernardo Mattarella, Managing Director of Banca del Mezzogiorno, and Gabriela Savigni, President of the Order of Accountants of Olbia-Tempio.
Councillor Pier Luigi Caria will represent the Region.
