It will be presented on Friday 13 December (from 15.30 to 19.00), at the conference room of the Geovillage in Olbia, the monographic volume “The CIPNES-Gallura for the sustainable economic development of north-eastern Sardinia". This is a study on the industrial agglomeration of Olbia that starting from its history (the Consortium was founded in 1963) will illustrates the Institution activities and the future challenges that it will eventually deal with.
“Radical technological innovations, increasing environmental and social problems, rapid changes in the market and the competition require enterprises to be very resilient and at the same time capable of renewal. The industrial consortia that host the productive activities must therefore evolve regarding both their infrastructural equipment and the services offered to the companies. The issue concerns, of course, Sardinia and the north-eastern part of the island. It’s therefore necessary to think and to imagine which future or which strategic vision to cultivate in order to revamp the industrial district of Olbia (and of the other development consortium poles programmed in the district of Buddusò and Monti)”.
The presentation will open with the illustration of the work by the curator, Matteo Caroli, Full Professor of Business Management at Luiss University "Guido Carli" of Rome.
As expected in the attached poster, there will be a round table at which will partecipate the President of Region Christian Solinas, the Mayor of Olbia Settimo Nizzi and Massimo Carpinelli, Rector of the University of Sassari.
Moreover are expected the speeches by the Regional Assessors for the Programming, Giuseppe Fasolino and to the Local institutions and City Planning, Quirico Sanna; in addiction a report by the Professor Vanni Macciocco about the enviromental-urban backgroung included in the industrial area of Olbia. Finally, Anita Pili, Regional Assessor for the industry will conclude the conference.

Among tax reliefs and support to the companies: the island wants the Zes
The other regions run: in Campania, Calabria and Puglia the special economic zones – which means tax reliefs, concessions and limited bureaucracy, - have been already recognized and take the first steps. Sardinia, left with the rest of Southern Italy at the end of 2017, still has to cover the last mile. The Region has identified the perimeters of the six industrial and harbour areas that will take part of the net of the Zes: “we have collected all the data demanded by the ministry and next Friday will be in Rome in order to participate to the direction cabin. We hope it is the last”, claims Giuseppe Fasolino, Regional Councilor for Programming.
The six areas
In the island have been identified almost 2,700 hectares of land where the companies will be able to take advantage of the facilities provided by National Law. The biggest slice concerns Cagliari: inside the Zes borders are included the canal port, the industrial zone of Macchiareddu, some areas of the Sogaer in the Elmas airport and the pole of Sarroch. In the Carbonia area the facilities will concern the layover and the Portovesme’s companies (110 hectares), same thing for the industrial port of Oristano (219 hectares).
In the Sassari area the reference zones are those of the Industrial Consortium, that puts together the lands of the Porto Torres port of call, Truncu Reale and San Marco to Alghero (500 hectares). Regarding the Gallura region the Cipnes areas have been inserted in the Sardinian Zes borders: besides the industrial zone of Olbia, also those of Monti and Buddusò are included (180 hectares). Finally Ogliastra, with the port of Arbatax (56 hectares).
The most important advantage concerns the tax credit: 50% of the investments made by companies in these areas will be made available in the form of a tax refund. In addiction: incentives for employment, the possibility of signing development contracts and participate to funded or co-funded calls for bids by the European Union.
Besides we can add a bureaucracy that - at least in theory - will be simplier than the one the other companies have to deal with every day: administrative and authorisation procedures will get easier and a help desk will be established in the Zes companies. A dream? Almost: if the Special Economic Zone was already established the port channel of Cagliari would be much more competitive. We have some cartridges we can use to enhance the airport. The others, in the Mediterranean, run: I think of Tangier, Morocco, but also other regions in Italy where the Zes are already reality», claims the President of the port authority of Sardinia, Massimo Deiana.
The Region has introduced the Strategic Plan of the Special Economic Zones - signed by the Council Pigliaru a year ago - while in recent months the Budget Department has completed the work by the integration of the dossier with the precise boundaries of industrial areas. «Now it’s up to the Government», explains Fasolino. Meanwhile, the funds allocated to the Zes risk to disappear. Or - at best - to decrease. In the National Maneuver draft, denounces the President of the Calabria Region Mario Oliverio, would lack 300 million euros destined to the Zes and the tax credit. That would be a serious joke.

With an average of 600 visitors per day, the stand of Insula was one of the most popular of Anuga, the most important International Food & Beverage Fair that took place in Cologne from 5 to 9 October 2019, coinciding with the centenary of the event.
The Insula delegation, head by the Project Manager Massimo Masia, met several visitors of the international showcase and buyers from all over the world. The interest in Sardinian food products has been, as usual, very high and more than 500 contacts prove it.
In Anuga, Cipnes – through Insula, the regional marketing platform– illustrated the project Originum, promoted by the Regional Councillor of Agriculture with the Laore Sardegna agency, that sees as partners the consortia of Tutelage of the four Sardinian excellences: the Sardinian Lamb IGP, the Sardinian spiny artichoke DOP, the Sardinian Extra virgin olive oil DOP and the Sardinian saffron DOP.
Originum was already presented in Porto Cervo on September 13, placed in the Insula International corner; also in the show cooking curated by chefs Bruno Chenin and Giovanni Fais. Very significant the presence of the Consortium for the Tutelage of the Sardinian Lamb top managers, headed by the President Battista Cualbu and the Director Alessandro Mazzette.
Alongside Originum, wide emphasis was given to the products of the Sardinian business network associated to the regional program Sardinia Longevity Food, funded by the Regional Department for Industry.
Visitors and buyers from Ecuador, Argentina, Brazil, Mexico, Spain, Portugal, France, Belgium and Bulgaria crowded the stand with Sicily, Piedmont, Campania, Abruzzo and Lazio.
“Once again– commented Massimo Masia, Head of the Cipnes Agrifood Division– Sardinia showed the best of itself at an international fair. This already happened last year at the Sial Fair in Paris and today we had the confirmation of the enormous potential of our products beyond the regional borders. The work to be done in the future for the tutelage, promotion and marketing of our products will be very hard but if we proceed forward together, the results will come not only from the Insula network but for all Sardinian producers”.
Anuga 2019 numbers
172,000 visitors (more than 3% compared to 2017), 7,590 companies from 106 countries, in a 284,000 m² exhibition area. Among them there were 738 exhibitors from Germany and 6,852 exhibitors from abroad. The foreign share was 90%.
The 10 largest food groups in the world and 12 most relevant in Germany were represented in Anuga: Walmart, Costco Wholesale, The Kroger Co., Metro AG, Walgreens Boots Alliance, Inc., Edeka, Rewe Group, Penny, Lidl and Kaufland (Schwarz Group). Were also present The main online retailers such as Amazon, LSG Group, E. Leclerc, Mercadona, Migros and SPC.
In the matter of European commercial visitors, increases in attendance for Great Britain, the Netherlands, Poland and Ukraine. Similar situation for non-European countries, mainly from Brazil, Japan, the United States and Russia.

Since 28 June – inauguration date of the Insula space in Porto Cervo –a lot of water has flowed under the bridges and since that day the hub strongly desired by Cipnes-Gallura to allow the network of producers to enhance the Sardinian food products and agriculture has made great strides.
Throughout the summer, Insula has represented the point of reference for tourists and residents who have appreciated the effort of the Cala Saccaia Public Institution to diversify the offer in favor of the enterprises of our Region.
There were two events that characterized the season. The first project– called “Cambusa” – saw the Cipnes in the role of partner of the Sassari Chamber of Commerce, that– from August 5 to 11, with two stages, in Stintino and Porto Cervo (August 9), wanted to emphasize the tight connection between the nautical field and the agri-food sector.
The participation in the round table, coordinated by Dr. Cristina Mele and in the show cooking, curated by the Insula’s chefs has achieved enormous success. The second project is called “Originum” and was commissioned by the Regional Department of Agriculture and Laore, its operational arm.
Cipnes has made the Porto Cervo location available to promote the use of the certified supply chains of our land (it is no coincidence that the excellences have been mentioned) such as the sardinian Lamb IGP, the Spiny Artichoke of Sardinia DOP, the sardinian Extra Virgin Olive Oil DOP and Sardinian saffron DOP.
Also during this appointment, the success of the joint initiative has been remarkable. After the debate, in which the Regional Councilor for Industry Anita Pili took part, there was a very welcome show cooking. The evening ended with a fashion show.

Sardinian food and crafts conquer the tourists of Costa Smeralda
The activity of Insula, the network created by Cipnes placed in the suggestive location of Porto Cervo Marina, is fully operational. After the inauguration on 28 June, which has been very successful and the first "trial stage" phase, the structure is fully fulfilling its role as a catalyst for the Sardinia agri-food resources (the offer includes the Restaurant, the Pizzeria and the Wine Bar) and of the most significant expressions of Sardinian craftsmanship.
Reaching the destination of Insula is not difficult: just head towards Porto Cervo Marina and in an area with large parking lots you can easily find the large building that houses our hub.

The Regional Councilor for Tourism: "Really good, we have to make system"
Over 500 visitors - including guests and producers from all over Sardinia – have been registered on Friday 28 June in the Marina of Porto Cervo at the inauguration of the new promotional unit of the INSULA regional network (direct emanation of Cipnes Gallura), the perman instituenttional development platform and territorial marketing for the aggregation, growth, innovation and internationalization of the identity production chains of Sardinia.
The new Cipnes Gallura promotional hub was created in collaboration with the Municipality of Arzachena and the support of Smeralda Holding, the company that owns the Costa Smeralda represented in Porto Cervo by CEO Mario Ferraro.
After the greetings of the Mayor of Arzachena Roberto Ragnedda, the Regional Assessor for Tourism Gianni Chessa (who is not worth missing at the appointment, despite numerous institutional commitments) has shown appreciation "for this type of initiatives that have the aim of making system the Sardinia product, in a location like Costa Smeralda which represents a fixed point in the panorama of the highest level hospitality ". According to the Councilor "seaside tourism is fine, but we cannot overlook internal areas. It will be my purpose during my mandate to make up for that. In the meantime, I applaud the initiative of Cipnes of Olbia which, through Insula, protects and promotes the productive and artisan excellence of Sardinia ".
Massimo Masia, head of the Agri-Food division of Cipnes and Insula project responsible, explained the various steps that led towards the opening of the hub “in Porto Cervo, capital of the Costa Smeralda. There could not be a more suitable location– emphasized Masia – to underline the strategic importance of an event that aims to make known in this context not only the identitarian products of the agro-food industry but also art, fashion, folklore and design of Sardinia”.
In this regard, the Cipnes wanted to highlight, in the number 0 of “Insula Magazine”, edited by the Communication Office of the institution, the historical and traditional agri-food aspects and the riches of our land, without forgetting to celebrate the 60th anniversary of the Costa Smeralda.
After the cutting of the ribbon by the Mayor of Arzachena, the President of Cipnes Mario Gattu and the Director Aldo Carta and the blessing of the premises by the parish priest of Porto Cervo, Don Raimondo Satta, the show cooking could start with the partecipation of the Insula’s chef who proposed a strictly Sardinian menu. Guests stayed until late at night and also enjoyed both the wide range of wines and the works of craftsmen who crowded the small square of the Marina.
Porto Cervo’s facility is added to the units already activated inside the Forte Village Resort in Pula, the Moby and Tirrenia ships (routes Cagliari - Civitavecchia, Olbia - Livorno and Olbia - Genoa), and in Hotel Abi d 'Oru di Porto Rotondo.

The Regional Assessor for Tourism visits Cipnes
Chessa: "Good projects, we are ready to collaborate"
The new regional tourism Assessor Gianni Chessa met the top of Cipnes Gallura in order to learn about the institution's projects and in particular "Insula", the territorial marketing program for the promotion and enhancement of the identity chains of Sardinia.
The Assessor was received by the president of Cipnes Mario Gattu with the presence of the general manager Aldo Carta and the head of the Consortium Agrifood sector Massimo Masia. This latter illustrated the basic lines of "Insula" and the plans for the current season to the new member of the regional council led by Governor Christian Solinas.
It has been confirmed that a thousand square meter facility will be inaugurated in mid-June in the new Marina of Porto Cervo. Moreover a showroom will also be created in the 2019 season in the prestigious Forte Village of Santa Margherita di Pula.
The agreement with the “Abi D'Oru” hotel in Porto Rotondo-Marinella is also operational for the supply of Sardinian products to be used in the five-star hotel of the Zuncheddu Group and that with the Onorato group relating to two points of Insula to be opened in just as many ships used on Olbia-Civitavecchia and Olbia-Genoa.
During the talk of over an hour, the Councilor Gianni Chessa listened with great interest not only to the Masia exhibition, but wanted to know from the General Manager and the President the various areas of intervention of Cipnes Gallura."I will not be locked in my office - claimed Chessa at the end of the meeting -but out of habit I will travel around Sardinia in order to deepen my knowledge of everything that can contribute to what I call the 'tourism revolution'.Our goal is to team up, to march together in order to ensure maximum development for our land. And it seems to me that Cipnes interventions and the Insula project in particular, deserve our attention, so I have ensured my availability for new meetings to implement a collaboration that, I am sure, will bring tangible benefits to Sardinia".
Even the leaders of Cipnes (the President and the General Manager) said they were “very satisfied about the visit of the Regional Council who showed not only interest in our programs and our 'mission', but confirmed he was a regional administrator that focuses on concreteness and on direct comparison with the Sardinian Institutions, according to a unity of intents and a collaboration that we all hope for the good of our territory and the regional one ".
Spiritu Santu consortium waste center
In conclusive phase the authorization procedure for the optimization and technological restructuring of the plant for the production of biomethane and the of reduction odours
On 11 March Cipnes Gallura sent the Region (Department of the Environment) the supplementary documentation relating to the joint Via/Aia procedure for the functional adjustment and technological renewal of the consortium plant complex of Spiritu Santu (Olbia) which includes:
- the construction and transitional operation of a new residual landfill lot for processing waste and valorisation of non-harmful waste;
- the refunctionalization of the mechanical biological treatment plant of the organic wet fraction of waste (Forsu) and the enhancement of the platform valorisation and recycling of differentiated waste;
- the renovation of the composting plant for the radical odorous emissions reduction;
- the organic material anaerobic digestion plant with biomethane production;
- the treatment plant of inert waste.
The intervention area is located in Spiritu Santu, about 500 meters east from the homonymous church, and 8 km southeast of the urban center of Olbia, 3 km from Murta Maria.
THE PURPOSE. The project aims the overall optimization of the waste treatment process both through the rationalization and refunctionalization of the engineering existing plant and through technological innovations that will allow to maximize the recovery of matter and energy (biomethane) from the treated waste, ensuring, at the same time the radical reduction of odor emissions and the minimization of landfills in the temporary phase pending the incineration plants operation in Macomer. The new interventions include dedicated plants, also with very specialized functions, for the treatment of flows special waste produced in the territory. This will therefore make it possible to offer a service towards different types of productive activities.
THE AUTHORIZATIONS. The landfill was started in 1991 for a waste collection volume of 836 thousand cubic meters (721 thousand tons); in 2002 was approved the expansion with a volumetry of 360 thousand cubic meters, excluding the final coverage. In 2009 was authorized a further expansion of approximately 35 thousand cubic meters. In 2011 was approved an addictional extention, developed in height with an elevation of 14 meters on part of the existing lot, for another 360 thousand cubic meters of the potential for waste disposal, excluding roofing. Finally, the third module was authorized with the settlement of the Province of Olbia-Tempio 84/2014 for the extension of the landfill body on the west side for an area of 6 thousand cubic meters, for a total volumetry of 164 thousand cubic meters, or rather for a total capacity for the disposal of another 143 thousand tons.
THE FIGURES. For the quality composting plant of the organic waste fraction, which has an authorized treatment capacity of 21,840 tons per year and 420 tons per week, we highlight that the Province of Sassari in July 2018 granted a change to the plant layout of section D "quality composting" with the creation of an additional “biostallo” in the compost maturation warehouse, the creation of a buffered compass for the reception of incoming waste, the construction of a buffered structure in the south of the same warehouse and of a west canopy for storing the finished compost. In addition, the compost maturing process has been divided into two phases, a primary and a secondary maturation: the latter finds space in the new south structure together with the compost refining phase. The next fulfillment of these interventation will allow the provisional capacity of Fersu’s weekly treatment authorized to 420 tons/week. At the same time, has been calibrated the mechanical and biological treatment capacity of waste respectively from 108,000 tones per year to 93,600 tones per year and from 21,523.9 t/y to 20,300 t/y.

Founded and directed by Andrea and Francesco Pirro brothers, SNO is an important nautical company that in 30 years has succeeded to assert itself in the great international nautical panorama market becoming leader in the field. The strength of SNO is the diversification of services ranging from the sale of great and prestigious international yachts brands to service and refit for boats up to 80 meters, to manufacturing with the construction of luxury tender with the Novamarine brand.
In addition to the main office in Olbia, SNO is present in Puntaldia, Portisco, Rome and Montecarlo.
Currently an imposing nautical yard for tender and supertender construction (up to 24 meters) is in phase of realization with the Novamarine brand. The area of about 7 hectares affected by the Pirro brothers investment is the abandoned one from about 10 years by the ex Palmera, the company founded in the early 1960s on the outskirts of Olbia and later became one of the most important Italian agribusiness companies. We went to visit Andrea Pirro in his amazing office in Olbia, in Su Arrasolu, the industrial consortium area.
How is SNO born?
“My brother Francesco and I arrived in Olbia when we were very young, almost twenty years old, as Beppi Carlini’ employees that for those who did not know who he represets, was one of the most important characters for boating in Italy”.
"Then we opened a shipyard on “Isola Bianca” from which we had to leave because the lot was expropriated for the construction of the so-called "tunnel". We therefore landed in Cala Saccaia, in the industrial consortium area of Olbia at the end of the 1990s ".
Then, you have made great strides…
“At that time believing in boating was not obvious. Mostly investing in service was not taken for granted. And the SNO mainly dealt with it”.
A strategic choice that paid off.
"Well ... yes. Today, indeed, Olbia is at first place in terms of turnover for activities related to boat storage despite the Harbour Authority in Olbia imposes taxes 5, 10 times higher than in the rest of Italy. In this regard today we are more sensitive about this problem and the current President of the Harbour Authority Massimo Deiana is committed to find a solution. Unfortunately it is not an easy path and it will take time.
Who is your typical customer?
“Our typical customer is high-end, and obviously pretends a lot. Among them many foreigners stand out; Italians are few”.
How many shipyards does the SNO have in the industrial area of Olbia?
"We have two shipyards that mainly deal with boat storage. One is larger and includes the machines, the backdrops, the necessary structure for boats up to 80 meters. The other one is smaller and works on 18-20 m. boats. "
And what are the future plans?
“Currently we are building a new plant in which we will deviate the activity of refit and tender and supertender construction with the Novamarine brand. It will be ready in 2020.

“Yes, Novamarine is the oldest company in Sardinia for the construction of dinghies and was founded by Beppi Carlini, a sector genius, a pioneer in the boating world with insights and profoundly innovative ideas; the one who had the idea of the dinghy as we know it today, namely a watercraft with the advantages of the boat (do not get wet or get wet less) and the advantages of the dinghy, in other words stability. By now the dinghies are real boats: these tender can reach up to 24 meters and are required not only as a means of transport from the yacht to the port but also as a boat to manage in autonomy without a crew or as a second or third boat".
"The yard is under construction in the ex Palmera industrial site, in an area of about 7 hectares, of which 2.5 hectares occupied by warehouses in a high degradation state which we will demolish to make room for the construction of the new plant and operating areas which have proved to be relevant.
This is an area that Cipnes-Gallura expropriated in July 2014 and subsequently entrusted to the SNO with the binding objective of creating a new shipyard and contextual conversion and environmental requalification of the site".
How many employee does the SNO have?
"In my opinion, no. There are other shipyards in Italy specialized in boat construction. It is a market niche. Tenders and super-tenders market, however, is more promising. This type of watercraft are now replacing boats for their extreme versatility."
