In conclusive phase the authorization procedure for the optimization and technological restructuring of the plant for the production of biomethane and the of reduction odours
On 11 March Cipnes Gallura sent the Region (Department of the Environment) the supplementary documentation relating to the joint Via/Aia procedure for the functional adjustment and technological renewal of the consortium plant complex of Spiritu Santu (Olbia) which includes:
- the construction and transitional operation of a new residual landfill lot for processing waste and valorisation of non-harmful waste;
- the refunctionalization of the mechanical biological treatment plant of the organic wet fraction of waste (Forsu) and the enhancement of the platform valorisation and recycling of differentiated waste;
- the renovation of the composting plant for the radical odorous emissions reduction;
- the organic material anaerobic digestion plant with biomethane production;
- the treatment plant of inert waste.
The intervention area is located in Spiritu Santu, about 500 meters east from the homonymous church, and 8 km southeast of the urban center of Olbia, 3 km from Murta Maria.
THE PURPOSE. The project aims the overall optimization of the waste treatment process both through the rationalization and refunctionalization of the engineering existing plant and through technological innovations that will allow to maximize the recovery of matter and energy (biomethane) from the treated waste, ensuring, at the same time the radical reduction of odor emissions and the minimization of landfills in the temporary phase pending the incineration plants operation in Macomer. The new interventions include dedicated plants, also with very specialized functions, for the treatment of flows special waste produced in the territory. This will therefore make it possible to offer a service towards different types of productive activities.
THE AUTHORIZATIONS. The landfill was started in 1991 for a waste collection volume of 836 thousand cubic meters (721 thousand tons); in 2002 was approved the expansion with a volumetry of 360 thousand cubic meters, excluding the final coverage. In 2009 was authorized a further expansion of approximately 35 thousand cubic meters. In 2011 was approved an addictional extention, developed in height with an elevation of 14 meters on part of the existing lot, for another 360 thousand cubic meters of the potential for waste disposal, excluding roofing. Finally, the third module was authorized with the settlement of the Province of Olbia-Tempio 84/2014 for the extension of the landfill body on the west side for an area of 6 thousand cubic meters, for a total volumetry of 164 thousand cubic meters, or rather for a total capacity for the disposal of another 143 thousand tons.
THE FIGURES. For the quality composting plant of the organic waste fraction, which has an authorized treatment capacity of 21,840 tons per year and 420 tons per week, we highlight that the Province of Sassari in July 2018 granted a change to the plant layout of section D "quality composting" with the creation of an additional “biostallo” in the compost maturation warehouse, the creation of a buffered compass for the reception of incoming waste, the construction of a buffered structure in the south of the same warehouse and of a west canopy for storing the finished compost. In addition, the compost maturing process has been divided into two phases, a primary and a secondary maturation: the latter finds space in the new south structure together with the compost refining phase. The next fulfillment of these interventation will allow the provisional capacity of Fersu’s weekly treatment authorized to 420 tons/week. At the same time, has been calibrated the mechanical and biological treatment capacity of waste respectively from 108,000 tones per year to 93,600 tones per year and from 21,523.9 t/y to 20,300 t/y.
SNO: thirty years in the open sea

Founded and directed by Andrea and Francesco Pirro brothers, SNO is an important nautical company that in 30 years has succeeded to assert itself in the great international nautical panorama market becoming leader in the field. The strength of SNO is the diversification of services ranging from the sale of great and prestigious international yachts brands to service and refit for boats up to 80 meters, to manufacturing with the construction of luxury tender with the Novamarine brand.
In addition to the main office in Olbia, SNO is present in Puntaldia, Portisco, Rome and Montecarlo.
Currently an imposing nautical yard for tender and supertender construction (up to 24 meters) is in phase of realization with the Novamarine brand. The area of about 7 hectares affected by the Pirro brothers investment is the abandoned one from about 10 years by the ex Palmera, the company founded in the early 1960s on the outskirts of Olbia and later became one of the most important Italian agribusiness companies. We went to visit Andrea Pirro in his amazing office in Olbia, in Su Arrasolu, the industrial consortium area.
How is SNO born?
“My brother Francesco and I arrived in Olbia when we were very young, almost twenty years old, as Beppi Carlini’ employees that for those who did not know who he represets, was one of the most important characters for boating in Italy”.
"Then we opened a shipyard on “Isola Bianca” from which we had to leave because the lot was expropriated for the construction of the so-called "tunnel". We therefore landed in Cala Saccaia, in the industrial consortium area of Olbia at the end of the 1990s ".
Then, you have made great strides…
“At that time believing in boating was not obvious. Mostly investing in service was not taken for granted. And the SNO mainly dealt with it”.
A strategic choice that paid off.
"Well ... yes. Today, indeed, Olbia is at first place in terms of turnover for activities related to boat storage despite the Harbour Authority in Olbia imposes taxes 5, 10 times higher than in the rest of Italy. In this regard today we are more sensitive about this problem and the current President of the Harbour Authority Massimo Deiana is committed to find a solution. Unfortunately it is not an easy path and it will take time.
Who is your typical customer?
“Our typical customer is high-end, and obviously pretends a lot. Among them many foreigners stand out; Italians are few”.
How many shipyards does the SNO have in the industrial area of Olbia?
"We have two shipyards that mainly deal with boat storage. One is larger and includes the machines, the backdrops, the necessary structure for boats up to 80 meters. The other one is smaller and works on 18-20 m. boats. "
And what are the future plans?
“Currently we are building a new plant in which we will deviate the activity of refit and tender and supertender construction with the Novamarine brand. It will be ready in 2020.

“Yes, Novamarine is the oldest company in Sardinia for the construction of dinghies and was founded by Beppi Carlini, a sector genius, a pioneer in the boating world with insights and profoundly innovative ideas; the one who had the idea of the dinghy as we know it today, namely a watercraft with the advantages of the boat (do not get wet or get wet less) and the advantages of the dinghy, in other words stability. By now the dinghies are real boats: these tender can reach up to 24 meters and are required not only as a means of transport from the yacht to the port but also as a boat to manage in autonomy without a crew or as a second or third boat".
"The yard is under construction in the ex Palmera industrial site, in an area of about 7 hectares, of which 2.5 hectares occupied by warehouses in a high degradation state which we will demolish to make room for the construction of the new plant and operating areas which have proved to be relevant.
This is an area that Cipnes-Gallura expropriated in July 2014 and subsequently entrusted to the SNO with the binding objective of creating a new shipyard and contextual conversion and environmental requalification of the site".
How many employee does the SNO have?
"In my opinion, no. There are other shipyards in Italy specialized in boat construction. It is a market niche. Tenders and super-tenders market, however, is more promising. This type of watercraft are now replacing boats for their extreme versatility."

“A fruitful and educational visit, much appreciated by children. We thank Cipnes for the welcome, the hospitality and the willingness shown”.
These are the words addressed to the leaders of Cipnes by the Professor Dina Orunesu, the teacher who accompanied the students of the fourth year of the Technical Industrial Institute of Tonara at the end of the visit to the Cipnes consortium plants.
The students arrived in the middle of the morning in the premises of Cala Saccaia, where the engineer Gianni Maurelli, in charge of the consortium landfill, illustrated the importance of separate collection waste and the various stages of waste treatment.
Subsequently, the pupils went to the facilities of “Spiritu Santu” to partecipate themselves in the disposal process and treatment.
Around 1pm, the delegation from Tonara was a guest of Cipnes, which offered the kids a dedicated buffet.

Cipnes launches the INSULA 2019 network: new investments in Porto Cervo and Porto Rotondo. Presence confirmed at Forte Village and on three ships
Cipnes, inside the territorial marketing program "Insula-Sardinia Quality World", has defined for season 2019 the promotional network INSULA which will be articulated according to a series of promotional-commercial activities called "Sardinia Village", pending the opening of the "Expo Sardegna" platform, in the Gulf of Olbia, whose works - financed by the Region for 17 million euros - will be completed by March 2020, as required by a very recent agreement signed by the contractor company.
PORTO CERVO - In the capital of the Costa Smeralda, with the opening of the premises in June 2019, is expected a hub in New Marina area, considered strategic to be able to intercept the international target. The commercial structure of about a thousand square meters will be divided into two blocks:
1.a part will overlook into the central square of Porto Cervo Marina and will be equipped with showcases, two thematic show rooms dedicated to the promotion and sale of the artistic craftsmanship, fashion and design of Sardinia and the presentation and sale of food & wine productions of the Sardinian supply chain.
2.in front of the tourist port of Porto Cervo Marina instead there will be an internal technical area (kitchen and storage centers) and a covered area of about 300 square meters, intended for the administration of food and drinks.
In order to realize this structure, following the agreement with the Municipality of Arzachena and the Smeralda Holding, Cipnes took out a mortgage of 1,8 million euros with Banco di Sardegna, inside of the triennial program of the public works 2018-2020, of the annual list of works for the years 2018, and of the biennial program of purchases 2018-19.
SANTA MARGHERITA DI PULA -Inside the Forte Village, a new promotional format will be set up with the assignment of a larger promotional area compared to the one of season 2018, consisting of the “Insula” Restaurant, with 60 covers in front of the central swimming pool and a commercial area already exsiting in 2018.
PORTO ROTONDO / MARINELLA - An Insula operating unit dedicated to the promotion of associated companies will be present inside the 5-star Abi D’Oru hotel, owned by the Zuncheddu group.
SHIPS - The show room inside the Moby Dada ship (Olbia-Civitavecchia), and new openings on the Moby Wonder (Olbia-Livorno) and Tirrenia Janas (Olbia-Genoa) are also confirmed for 2019.
Negotiations are also underway with the Loi group and with Forte Village for the preparation of spaces at the well-known hotel group Iti hotels (Resort Marina Beach in Orosei) and in a prestigious hotel (Forte Village City), soon to be opened in the center of Cagliari.

In Cala Saccaia shipbuilding pole for maxi yachts
The bureaucratic process of the "Cala Saccaia Industries Srl" has been completed. This latter intends to create, right in Cala Saccaia, near the promontory of "Sa Testa", a warehouse for processing and yachts storage up to 100 meters, with annexed quay.
It is the most significant shipbuilding pole for great yachts in the Mediterranean. The Vanelo’s family decided to invest in the Olbiese boating, after checking that the area including the Cipnes agglomeration is perfectly suitable to carry out the "mission" of the Valdettaro’s shipyards, known worldwide for their high specialization in the elite boating sector.
“We estimate to invest about 10 million euros– comments Ugo Vanelo, deus ex machina of the project -with an employement that when fully operational, provides for about fifty jobs role”.
Located in the "Golfo dei Poeti", the historic shipyard of Le Grazie, the Cantiere Valdettaro performs ordinary and extraordinary maintenance works, from small wooden goiters to megayachts up to 100 meters. Worldwide recognized for the high quality workforce and for the provided services, the shipyard boasts a long of ax masters tradition and is one of the few in the world able to build wooden masts for S / Y. Strategically located for the new routes of the Mediterranean ricreation craft, Valdettaro shipyard represents the reference nautical pole in the Upper Tyrrhenian area.

No dangerous waste: the landfill land released from seizure.
Cipnes: the Power Prosecutor acted correctly. We evaluate the serious damages caused to the Institution because of Arpas mistakes
The Deputy Prosecutor of the Republic of Tempio, Dr. Ilaria Corbelli, ordered today at 10 the restitution and the release from seizure to Cipnes of the interested area by the special waste deposit, consisting of sewage sludge and of an area inside the biostabilization plant, in Spiritu Santu landfill.
In those lands, put under seizure on 3 December 2018, was completely excluded the hazardous nature of the waste, as it result from the technical report deposited on 12 February 2019 by Dr. Corrias, in execution of the conferred investigation.
In the Magistrate's decree it is pointed out that "all the investigations have been accomplished and the investigations are complete". The execution of the revocation decree was entrusted by the judicial officers of the Noe of Sassari.
Cipnes Gallura expresses satisfaction for the evolution of the investigation and intends to underline the extreme correctness of the Public Prosecutor's Office which coordinated the investigations on the waste confered to the Spiritu Santu landfill with extreme carefulness, with absolute respect for the guarantees of the defense.
But the Consortium couldn’t avoid the Arpas superficial attitude. In fact, the agency provided totally incorrect data to the Public Prosecutor, which contributed to a series of reactions, especially on social networks, quite defamatory, evoking presumed bond with the organized crime, which have seriously demaged the Cipnes image. In light of the macroscopic and not excusable mistake, the Industrial Consortium is evaluating the opportunity to take action legally against Arpas for compensation for the economic and imagine damage suffered.

The Special Economic Zone of Sardinia takes shape and begins the official process towards its establishment.
2.770 hectares of areas connected to harbour zones will enjoy administrative and fiscal simplifications in order to favor the development of already installed companies or those will settle in that perimeter.
The Council approved the Zes strategic Plan, which is already on the table of the Government: it was illustrated today by the President of the Region Francesco Pigliaru and the Programming Councillor Raffaele Paci, with the president of the System Authority Port of Sardinia Massimo Deiana. The particularity, and novelty, compared to the other regions, is that Sardinia has chosen to establish a single large Zes by networking the six ports with retroport areas, to make synergy a real strength.
The strategic Plan for the institution of the Special Economic Zone in Sardinia has been elaborated after the meetings carried on to last July from the Councilor Paci with the local administrations and the industrial consortia of the interested zones, sush as Cagliari (that will have 1628 hectares of zes), Portovesme therefore Carbonia-Iglesias (110 hectares), Olbia then north-east Sardinia (180 hectares), Porto Torres with Sassari and Alghero (500 hectares), Oristano (219 hectares) and Ogliastra (56 hectares).
Paci with the Port Authority of Sardinia and the Regional Councilors of Industry, Local Authorities and Transport participated to the meetings. The contribution collected was necessary to perfect the Plan, with indications coming directly from the territories.

Sardinia Quality World, great success for the Cipnes initiative
The event organized by Cipnes Gallura on 5 October at the Cervo Conference Center in Porto Cervo was a great success, during which, through the Insula territorial marketing platform, has been presented the "Sardinia Quality World " programme. The purpose of the meeting was to sensitize the accommodation companies owners in Sardinia to increase the consumption of products of the certified Sardinian identity chain.
After the greetings to the large and qualified audience of the Mayor of Arzachena Roberto Ragnedda, there were the Massimo Masia reports, head of the Agrifood and Territorial Marketing division of Cipnes and of Maria Ibba, general manager of the Laore Regional Agency.
The following round table, coordinated by the journalist Augusto Ditel was attended by the director of Enit (National Agency of Tourism) Giovanni Bastianelli, the Regional Councilors for Tourism, Barbara Argiolas and Agriculture Pierluigi Caria, Massimiliano Troncia (Federalberghi), Antonio Mura representing the Consortium for the Tutelage of the Sardinian Pecorino and the ”Fiore Sardo” and finally Leonardo Tilocca, for the Consortium of Pecorino Romano.
All the speakers were in favour of increasing the Sardinian products consumption in the hotels of the island through a greater and more effective collaboration between the individual subjects.
At 1.30 pm the show cooking was started during which the chef Pierluigi Fais proposed a series of traditional Sardinian dishes (Culurgiones and the roast beef with the Red Ox meat), as well as cold cuts, cheeses and confectionery products selection rigorously from Sardinia.
During the afternoon there was also space for the workshop with producers who join the Insula network. The event was covered with adequate space by the major island media and Mediaset.

In 2017 the Sardinia's economy has grown moderately after the slight decrease in the previous year.
According to Prometeia estimates, the gross national product increased by 1.1 % at constant prices.
A contribution came from the further moderate increase in demand for consumption, which was associated a recovery in investment and exportation.
