Activation of the institutional programme of territorial marketing INSULA for the expressions acquisition of interest of economic operators in the agrifood, handicraft and design sectors operating in the territory of the Region of Sardinia.

With this Notice, CIPNES GALLURA intends to acquire a specific expression of interest from micro, small and medium enterprises (MPMI) operating in the agro-food, handicraft, fashion and design sectors with production sites in Sardinia and interested in taking advantage of the implementation of the INSULA institutional Territorial Marketing Programme.

CIPNES Gallura, an association of local public bodies, institutionally responsible under art.3 L.R. n.10/2008 to promote and support the establishment and development of economic and productive activities according to a district approach, is in fact the implementing entity of the Regional Programme of Territorial Marketing INSULA.

Under a Framework Programme Agreement funded by the Region of Sardinia for an amount of € 16,500,000.00, CIPNES is implementing the Territorial Marketing Infrastructure Platform called "INSULA-Sardinia Enterprise P.T.E." in the consortium production district located in the Gulf of Olbia, in implementation of the multi-year program of regional infrastructure interventions and public services funded under Article 5 of Regional Law 5/2009 in order to promote the development of production activities in Sardinia.

INSULA, through the Agrifood and Territorial Marketing Division of CIPNES, was therefore created as a public structure for technical-operational coordination and the provision of services to businesses institutionally responsible for encouraging the aggregation, promotion, development, innovation and internationalization of identity production activities in Sardinia, with particular attention to micro, small and medium enterprises in the agri-food, craft and design sectors.

INSULA-Sardinia Enterprise P.T.E. is one of the new "Strategic Projects of Regional Importance" of the Sardinia Action and Cohesion Plan (CAP) 2014-2020, and is officially proposed as a multifunctional platform of integrated services aimed at the entire regional production system characterized by a high level of quality, safety and affordability, equal treatment, in compliance with the principles and values of services of general economic interest (S.I.E.G.) of European Community matrix.

Consequently, in order to guarantee a better coordination of collective services in favour of the whole regional economic-productive system, interinstitutional agreements with national, regional and local public bodies are being activated and consolidated, as well as network projects with social forces and regional and local economic operators for the activation of promotional initiatives aimed at favouring the development of sustainable economic-productive activities, shared and concerted among the various stakeholders of the productive sectors concerned.

The organizational and operating model of the Territorial Marketing Platform, in fact, characterized by the collective consortium brand "INSULA" oriented to the promotion of a homogeneous aggregate offer with a strong identity, is also based on the creation and development of networks of multi-territorial and single-branch companies able to express the regional agri-food sector in its entirety.

Through these networks, based on the mechanism of the "open door" to ensure an adequate representation of the economic productive fabric of Sardinia, it is intended to rebuild an "ecosystem of inclusive supply chain" to promote both a fairer distribution of added value among all operators able to ensure a monitoring of the production process "from the raw material to the finished product", and traceability of the product for the final consumer interested in knowing its precise qualitative biography.

For this reason, since the Sardinia Enterprise Platform P.T.E. is one of the local public infrastructures with a supra-communal value supporting the integrated development and qualification of production activities in Sardinia, the INSULA Institutional Programme intends to pursue over time both a functional multi-chain aggregative model of agro-food companies and a system of promotion and qualitative identification of productions characterized by specific production processes and/or processing techniques that meet market needs in terms of corporate social responsibility, environmental protection, protection of typical production traditions, respect for food ethics and consumer health; and this is consistent with the inspiring principles of the collective agri-food quality mark guaranteed by the Region of Sardinia under the L.R. 16/2014.

Through system agreements with the LAGs, Unions of Municipalities and Mountain Communities, the Platform also aims to promote and encourage the development of rural districts (referred to in national and European regional regulations) as local production systems characterized by a homogeneous historical, productive and territorial identity, resulting from the integration between agricultural activities and the production of particularly specific agricultural and food products, as well as other local production activities (artistic craftsmanship, sustainable tourism) capable of conveying the cultural traditions and natural vocations of their respective territories of origin.

The INSULA - Sardinia Enterprise P.T.E. Platform, thus acting as a permanent bridge between the qualified aggregate supply of the Sardinian production system and the demand of potential markets at regional, national and international level, is also a candidate to become a strategic institutional tool to support the Region of Sardinia in the process of building "from below" a highly integrated sustainable development model, as required by the new regional policies on tourism.

In line with the inspiring principles and strategic objectives of the three-year Programme for the internationalization 2017-2020 of the R.A.S., the INSULA Territorial Marketing Platform also has as its institutional mission to encourage and support the development of strategic synergies between the identity productive sectors (agri-food, crafts, nautical) and the tourism industry as a tool for the "spontaneous export" of the local territorial supply chains of Sardinia.

Following this logic of strategic planning, the network of satellite networks / promotional units called "INSULA-Sardinia Village" is being activated, located in hubs of access to Sardinia (ports and airports) and areas of strategic international tourist importance such as the marina of Porto Cervo, in the heart of the Costa Smeralda, and at the resort "Forte Village" in Pula, a showcase of excellence to promote and tell the story of Sardinia that produces, its territories and their respective natural, historical and cultural riches.

The promotional initiative "INSULA-Sardinia Village", which is currently being implemented, is therefore also sustainable and consistent with the new regional policies on tourism defined by Regional Law 16/2017, and in particular with the Plan of the Region of Sardinia included in the POR.

FESR 2014-2020 aimed at adapting the regional tourist reception system through adequate physical and digital infrastructures of information, orientation and tourist reception able to tell the "Destination Sardinia", through an integrated offer of innovative products and themes with a strong identity to be built according to a systemic territorial approach.

This notice initiates an exclusively selective procedure aimed at defining a ranking of economic operators to be eligible for the INSULA territorial marketing services programme, which will be subject to the prior positive verification of all the general, technical-professional and entrepreneurial requirements self-declared in support of the Expression of Interest, the attached form of which is an integral part of this Notice.

With this Notice CIPNES GALLURA therefore intends to acquire any expressions of interest in using the institutional programme for the provision of INSULA services of general economic interest for territorial marketing by micro, small and medium-sized enterprises (MPMI) operating in the food and agriculture, fashion and design craft industries with production sites in Sardinia; any participatory response to this notice does not entail any commitments or constraints of any kind for the operators concerned until the stipulation of any agreement for the use of services of general economic interest.

The sole purpose of the expression of interest is to express the willingness and qualified interest of the economic operator to participate in the institutional Territorial Marketing Programme INSULA implemented by CIPNES Gallura in accordance with the principles of organizational autonomy, cost-effectiveness, effectiveness, impartiality, transparency, adequate publicity, non-discrimination and equal treatment.

The eligibility, in relation to the necessary existence of the general requirements for participation in this selective procedure, of expressions of interest of producers to join the institutional support program in question, will be assessed and pronounced with a special measure duly attended by the office of the Head of the selective procedure in the person of Dr. Pier Sandro Ziri on the basis of the general provisions of Law 241/90.

The provisions of the Italian Civil Code shall apply to the stipulation and execution of the agreement to join the INSULA institutional programme for access to the relevant services of general economic interest.

In order to ensure adequate publicity, this notice is permanently published on the CIPNES Gallura website http://www.cipnes.eu/ as well as temporarily in the main regional newspapers.
